Lexi Whilby- Founder and CEO
Lexi Whilby is a dynamic Caribbean American leader, entrepreneur, and cultural advocate. Born to Jamaican immigrants in Wilmington, Delaware, and raised in France and Atlanta, Lexi brings a global perspective and a deep-rooted passion for Caribbean heritage to her work.
A graduate of Oglethorpe University, she blended her fluency in French with leadership as president of the French Club and collaborated with the French Chamber of Commerce. Her professional journey spans marketing, sales, and entrepreneurship, including becoming the first Black franchisee owner of Cookies by Design and launching a successful event planning business.
In 2022, Lexi returned to Delaware to continue her family's legacy of Caribbean cultural advocacy. As Founder and CEO of CACCNE, and Secretary of the Delaware African and Caribbean Affairs Commission, she champions economic empowerment, unity, and cultural pride across the diaspora.
Olivene “Judy” Malcolm- Board Member
Judy Malcolm is a proud Jamaican native, cultural entrepreneur, and passionate community advocate. As the visionary founder of the Jamaican Heritage and Reggae Museum in Wilmington, Delaware, Judy has dedicated her life to preserving and promoting the rich traditions, music, and legacy of Jamaica for future generations.
Her work bridges culture and commerce, using heritage as a powerful tool for economic empowerment and cross-cultural exchange. Through storytelling, events, and community engagement, Judy uplifts the voices of Caribbean people and inspires pride in Caribbean identity.
As a board member of CACCNE, she brings a wealth of experience in cultural preservation, community development, and creative entrepreneurship, helping to shape programs that empower Caribbean-American businesses and amplify the Caribbean's global impact.
Omar Burkhardt - Board Member
Omar Burkhardt is a seasoned professional with over 30 years of experience in sales, real estate finance, and community leadership. As President of Leigh Haven Enterprises Inc., he leads a direct lending firm supporting real estate investors with financing solutions for residential development projects nationwide.
Born in Jamaica and a proud Cornwall College graduate, Omar furthered his studies in Business Administration at C.A.S.T., NYIT, and Baruch College. His corporate career spans roles at John Hancock and Xerox, and since 2004, he has been a licensed mortgage professional operating in 44 states.
A committed community servant, Omar volunteers with Scouting America and serves as Chair of the Economic Development Committee for the Delaware African and Caribbean Affairs Commission. He co-led the successful 2024 African Diaspora Finance & Investment Conference.
Omar is driven by a passion for economic empowerment and Caribbean advancement through financial education and entrepreneurship.
